U.S. National Emergency on Nicaragua Renewed

Washington, D.C., November 22, 2024 – President Joe Biden has announced the continuation of the national emergency declared on November 27, 2018, regarding the situation in Nicaragua. The extension, made official under Executive Order 13851, underscores the United States' ongoing concerns about the Ortega-Murillo regime's actions, which have been deemed a significant threat to U.S. national security and foreign policy.

The national emergency was originally declared by then-President Donald Trump in response to escalating violence following widespread protests in Nicaragua beginning April 18, 2018. The Ortega-Murillo administration’s crackdown on civilians, marked by the dismantling of democratic institutions and systematic suppression of dissent, has drawn global condemnation.

In October 2022, President Biden issued Executive Order 14088 to expand the scope of measures addressing the crisis. This followed reports of continued corruption and repressive tactics, further destabilizing Nicaragua’s economy and undermining the rule of law.

“The situation in Nicaragua remains grave,” President Biden stated in a written declaration. “The Ortega-Murillo regime’s use of violence, corruption, and the dismantling of democratic frameworks continues to pose an unusual and extraordinary threat to the United States.”

Under the provisions of the National Emergencies Act, the declaration must be reviewed annually. The President’s decision to extend it by one year reflects the administration’s assessment that the conditions necessitating the emergency remain unresolved.

The move comes amid mounting international pressure on the Nicaraguan government. Human rights organizations have called for intensified efforts to hold the regime accountable for alleged abuses, while the U.S. has maintained targeted sanctions on key officials and entities connected to the regime. With this extension, the national emergency under Executive Order 13851 will remain in effect through November 27, 2025.
