U.S.-Philippines Alliance Strengthens

Washington, D.C. – In a significant development underscoring the deepening ties between the United States and the Philippines, National Security Advisor Jake Sullivan engaged in a crucial conversation today with his Philippine counterpart, National Security Advisor Eduardo M. Año. The discussions centered on the ongoing momentum in the U.S.-Philippines Alliance, highlighting a recent announcement of $500 million in U.S. Foreign Military Financing. This funding, derived from the FY 2024 Indo-Pacific Security Supplemental Appropriations Act, represents a critical step in modernizing the Philippine armed forces and Coast Guard.

    Mr. Sullivan emphasized the importance of this additional security assistance, which is expected to strengthen U.S.-Philippines cooperation, particularly in upholding international maritime law in the increasingly contested waters of the South China Sea. The financial support from the United States, in collaboration with the U.S. Congress, is aimed at enhancing the defensive capabilities of the Philippines, a move seen as vital in the face of escalating regional tensions. A key point of the discussion was the recent incident involving the People’s Republic of China. On August 19, two Philippine Coast Guard vessels, operating lawfully near Sabina Shoal within the Philippines' exclusive economic zone, were deliberately rammed by Chinese vessels. Mr. Sullivan strongly condemned this provocative act, describing it as a dangerous escalation that threatens peace and stability in the region.

    Reaffirming the United States' unwavering support for its ally, Mr. Sullivan reiterated the ironclad U.S. commitment to the U.S.-Philippines Mutual Defense Treaty. He clarified that this treaty's provisions extend to any armed attacks on Philippine armed forces, public vessels, or aircraft, including those of its Coast Guard, in any part of the South China Sea. The dialogue between Mr. Sullivan and Mr. Año signals a resolute stance by both nations in defending the principles of international maritime law against coercive actions. As the situation in the South China Sea remains tense, the U.S.-Philippines Alliance continues to stand as a cornerstone of regional security, demonstrating a united front in the face of challenges posed by external forces.
